Some kind of cotton plants?

Don't know what this is. Some kind if a plant that has cotton looking stuff on it. Kind of looks like that material that comes off cottonwood trees??

    Miserable stuff...can't remember the name, but it's an obnoxious weed that's not native to Arizona.
